When I first wrote this book, I believed that "times change, but theory does not." Nevertheless, theory is necessary to understand reality, and reality is necessary to understand theory. Amidst this dilemma, this revised edition has modified and supplemented the following points. First, I have supplemented the theories explaining contemporary issues. I have partially added sections on the cost-benefit theory of corruption, the career civil service and democracy, political neutrality, class systems in major countries, and the decoupling of family-friendly policies. Second, I have further discussed competency-based human capital administration. Addressing the crisis of human capital, I covered a comparison of competency assessments in the public and private sectors, the competency types for senior officials presented by the OECD, and talent management policy tools. Third, I sought to reflect new trends in future human resource administration. This includes big data and matrices, AI interviews, reverse interviews, and metaverse job fairs. Fourth, I have added various learning examples that allow for the discussion of social reality. I have added allegations of land speculation by employees of Corporation A, the story of Lonet and Yulland, the debate between Scipio and Fabius, and the personnel strategies of Total Soccer, while also supplementing some cases of failure within the prosecution organization. Finally, I have updated the academic research and statistics of domestic and international scholars. Although I have updated various statistics and figures and attempted to incorporate academic journal research papers focusing on the past three years as much as possible, I must confess that this was limited to partial supplementation. I hope this revised edition will be of at least some help in bridging the gap between the reality and theory of personnel management in our government.
