Woo Soo-myung: Social Welfare Program Development and Evaluation
Social welfare programs development and evaluations and discrimination in other fields of expertise are value-induced. And the direction of values is also very different, depending on how social workers look at the scene and what minds they work on. I've seen the way that social workers have done things in terms of values, through the old man's coat service, which was tried by the center of home. I was able to run the HSR center and do a lot of evaluations and advice, and I realized again the importance of evaluation, especially in two years, that I had been selected as the Seoul City Peds for youth, and that I'd been able to evaluate 100 different sites in a variety of ways. In the last decade, the expertise at social welfare sites has grown dramatically, and new frames and values have been developed in many forms in social-responsibility technologies. But we still have a lot of problems with the program in the field. “The client, I think, has changed dramatically, and there's no prior-after-life grade change. If social worker observations are correct, pre-term measurements are wrong. But many social workers are not so proud to conclude that pre-existing is wrong. They don't even want to find alternatives. If you think it's wrong, you have to find a way to change it. Planning and evaluations are growing and improving through lots of trial and error, experiments. It's okay to fail, it's OK to be inadequate. New concerns give you the opportunity to find new alternatives. You can't make any change, you can'T make any growth unless you change your goal or your evaluation.
