Shin Jong-cheol: Communications Law Explanation

Since the 2013 presentation of communications legislation, a major change in the law system of the telecommunications law has been made, with the opening of the communication system and the accessing and entering-regulation system, in the process of changing the technology, markets, industry and law, so much that it is necessary to revise existing communication laws reflecting them. With these great changes, the revision of the communication manual has been a new writing process, although it has maintained its original framework. The change in revision of the communication manuals was different from conventional communication comments, first of all by absorbing the universal task of taking advantage of the interest benefits and greatly strengthening the interest of the users with the universal service that had been set aside for their own independent fields. Traditional communications comments have been written around fair competition among the telecommunications workers, but they have focused their writing on fair competitiveness and the promotion of users' interests, focusing on social change that centers on the convenience of the service. Also, this revision of the communication comments has been an excellent way to reflect many of the laws and cases in the meantime and to make laws and examples organically connected, which will help scholars and office workers understand how to communicate.
