This agency is trying to find a planet that looks like Earth, and it's trying to use the telepathic of the twins as a means of communication. Because, if possible, we can communicate in real time more than any other means of communication. From this setting, the image of the scientific imagination is well illustrated.
I read it 10 years ago, and this is my reexisting, and I've seen it again, and it's also in the Heinline. Growing - Up Stories? I like the last one, especially the one.
I haven't read it yet, and I said it was sf, so I bought it. Actually, I've been buying the map of the celestial train, which is a very bad one, but sf is always fun.

A black hole of time. 25 years of time for stars. Tom and Pat are identical twins. They get some test suggestions from a Supernational Non-profit Research Organization. The group is selecting twins with the ability to communicate telepathically with each other, knowing that there are certain possibilities. The problem is the twin paradox of relativity that will inevitably occur between one on a ship that's going to fly close to the light. Their time is now running at a different rate...
