Although the Sui army arrived at Liaodong Fortress full of confidence, they were unable to capture the fortress for several months. This was precisely because of the presence of Goguryeo's great general, Eulji Mundeok. Eulji Mundeok, having identified the weaknesses of the Sui army, fought seven battles and won all seven. Furthermore, he lured the Sui army of 300,000 into a place called Salsu and decisively defeated them by building dams to breach the river.
