The village welfare plan is to help the people take the lead and prevent or resolve the welfare of the village, thus strengthening the community. So first, through welfare education and well-being training, the residents are being trained to be self-immolators, and those who are self-conscious are building village welfare programs. The welfare has been a means of making the people happy. It's true that we have considered the population to be mere volunteers and donors. The town welfare program can also volunteer and contribute, but it's a different thing to have the self-responsiveness to plan and do this for yourself when, who, how and why. If the people have control, it will be more active and active in planning and practice. This could be the first step forward to the population.
