In particular, it has focused on revising and supplementing sections regarding the civil service system and recent trends in administrative reform. Chapter 4, on China, introduces the reforms to China's socialist judicial system and the revisions to the new budget law following the inauguration of the Xi Jinping administration. Additionally, it newly describes the government organizational restructuring discussed at the 13th National People's Congress in March 2018 and the changes in the recruitment system for cadres (civil servants) under the Xi Jinping era. Chapter 5, on the United Kingdom, updates various administrative systems and statistics that have changed over time. In particular, it introduces the reorganization of ministries following the 2016 Brexit vote, as well as the concept of "good governance" from a British perspective and the efforts made to achieve it. Chapter 6, on France, describes the political and social changes that have occurred over time and the impact of the results of the 2017 presidential and parliamentary elections. Additionally, the explanation of the French elite has been systematized by supplementing the data related to the Grandes Ecoles. In Chapter 7, on Germany, a state-interest group relationship model has been added to the content regarding interest groups within the external environment of the government bureaucracy, and the ruling party and government organizational chart have been updated with recent information.
