The book has a series of steps, one after the other, from the background of the 1% aid system. The 1% aid system suggests that if a person in Ichikawa City, Japan, chooses a citizen activist organization he wants to support and then applies for the city hall, the city will pay one percent of the tax money to the local citizen group. Ichikawa, a Japanese Jiba state, is unique. Because taxpayers themselves support 1% of private civil tax to the npo or civil society.
