The National Accounts Manual was first published in '92 and contributed to the production of systematic national accounting information. This National Accounts Manual 2019 reflected a decree and precedent for the national accounting that was enacted back in 2018 by the National Accounting Committee. The main revisions have been simplified and clearly modified to'report to the program' definition of non-compliance and profit, thus improving the ability to prevent arbitrary judgment from being used to distinguish between the application and the distribution. I hope the National Accounts Manual 2019 will be used as useful material for authors and information users of the national financial balance.
