Political science is a discipline that deals with the issue of ‘conflict and peace’ regardless of whether it concerns domestic or foreign politics, and whose primary duty is to formulate solutions for preventing conflict and promoting peace. Accordingly, political science researchers always strive to propose and implement measures regarding the problems of conflict and peace facing the times, whether based on theory, historical or empirical judgment, or conviction. In this context, this book was also conceived and written with the purpose of ‘preventing conflict and promoting peace through security cooperation involving cooperation among regional countries and the establishment and activation of international organizations and consultative bodies.’ From the perspective that the Asia-Pacific Regional Forum (ARF) must evolve from a forum for dialogue into an institution for implementation and practice, this book examines the development process over the past 15 years and the interrelationships among participating countries to identify institutional limitations and structural constraints.
