AI is rapidly emerging as a new force for ICT innovation. The prospects are that the so - called intelligence community will be near the future as advanced information technologies, such as the Internet, cloud computing, Big Data and mobile technology, rapidly converge and revolutionize the ICT industry. But while our country and many other countries, including the intelligence technology and related industries, are trying to promote and nurture the policy of the rise and fall effect on society, the normal response to its overall impact seems to be still inadequate. Because the influence of artificial intelligence algorithms is a situation where the change in traditional labor and economic trade order, as well as new social and economic phenomena, can be triggered at any time, with all sorts of normal issues such as personal law violations, fairness and bookkeeping problems. The concern is that artificial intelligence can be highlighted as a regulatory and dangerous factor in the space that we see beyond just service expansion. This is the first domestic study to systematically combine the framework of intelligence intelligence and social norms by covering all the ethical, philosophical and legal issues that artificial intelligence brings. The ethical and legal philosophical discussion of artificial intelligence, particularly raised in the study, is expected to be used as a major basis for the formation of new technologies and norms.
