The book is the first step in this quest, which was to study Social Security Laws, which took place in 1993 after the government of South Korea established a four-year-old Social Security Act. The government of the major Social Security Act (14 laws from 1960 to 1993), which we can see as the norm of our national Social Security system, is basically looking at its implications and limitations (the official fear code) by considering the background and procedures of each law. Earlier on the issue of the National Social Security Act, our nation's general opinion on the formation of social security laws and its legislation will be a search for ways to reveal the normality of our national Social Security system. The end of the book introduces the activity of a Social Security Committee (a public safety committee’s "Laws") which has played a significant role in the social security process of this period, to highlight the commitment of experts to one of the main factors that led to the formation of Social Security Act in our country. A short-term publication on Social Security Laws was designed for a long time, and it was published in the 2000s when the University of Seoul Law School of Congress and Social Security gave a speech about Social Security.
