Kim Jin-sil: Korea's Skills Future
For people thinking about the future of education in Korea and parents struggling with private education costs, this book introduces education systems like those in advanced countries and proposes strategies for reform. Education means desirable changes in behavior. Here, behavior is the sum of knowledge (K), skills (S), and attitudes (A), which together make up competency. The skills discussed in this book mean competencies. Education should focus on developing competencies, making reskilling and upskilling part of lifelong learning. It should also emphasize qualifications as certified results of competency. Qualifications include degrees, education and training records, certificates, and work experience. Korea places too much emphasis on degrees, creating discrimination. A skills framework is needed to address this. The book’s core message is, first, to reaffirm the importance of competency, or job skills, as the first concept of skills. It reviews the National Competency Standards (NCS), the standard for competency, and hopes readers will understand both the social cost of its absence and the economic benefits when it works properly. Second, Korea needs a skills framework, a National Qualifications Framework (NQF), and the government must reinvigorate both the Korean Qualifications Framework (KQF) and Sectoral Qualifications Frameworks (SQF). In particular, a system must make Recognition of Prior Learning (RPL) work so recognized qualifications and the education, training, qualifications, and experience through which they can be earned are connected and mutually recognized.
