Since the creation of the Act against Censorship in the Constitution in 1987, a series of unconstitutional decisions were made in the early 2000s because of censorship in connection with movies, records and so forth, but until recent times, anti-Censorization laws seem to have a symbolic meaning. However, the criticism of Internet censorship is often heard about the Internet, not only in our country, but worldwide, as to the law of speech control. International flag rings are constantly publishing warnings that the rise of ‘new forms of censorship’ should be guarded. While the typical censorship of books, films, and records as a result of the change in media environment is hard to find (which determines whether the state should not be banned before its direct presentation), the action is tried worldwide by the State’s Internet Service Provider (ISP, 2010311) to determine whether or not the content of the already published language is removed from the Internet. The act is not so different from the past censorship and in practical terms as to be called ‘ Internet censorship, ’ but it has been ruled out by anti-censorship laws because of not having the formal requirements of censorship, such as the 'City ’ and the 'State'. The anti-censorship ban is not gone, but why is it that censorship laws are not as active as they used to be? Could the traditional anti-censor law have narrowed the category of censorship because it's set in the background of the offline media? The author, starting with this question, wrote the original volume.
