The instability of the international security order, which was triggered by the Russian-Korean war in February 2022, shows a reality more serious than ever before. The collapse of the global supply chain, triggered by war, has had negative effects on a country and on a particular area across the world. Three confrontations are being developed, especially in the same way as the combined forces of Russia and China and the framework of the New Cynic War between the United States and the major allies and the right. The kind of confrontation that should be seen in the middle is by far the so-called Group of two between the United States and China. “The era of the arms race between the United States and China has arrived” is a statement that is consistently emphasized by scholars who analyze and evaluate world politics from an international political or military strategic point of view. We are experiencing a new international order that, at least in security and economic terms, cannot carry this global trend. The United States and China are being heavily affected by the global supply chain that is passing by by by sea traffic. The position of the ocean power that the United States had naturally enjoyed in the past is seen as a challenge from China. Meanwhile, Japan and Russia, the major North Korean powers, are also joining the ocean-sharing competition for their own benefit in the middle of the U.S. In the crossroads of national competition and collaboration in the ocean-sized background, each one has a movement to gain ocean domination at the level of ocean power. The 21st century North-Easian Marine Strategy: Dillacity and Cooperation, which the authors did in '20s together, described mainly the transitional forces of the oceans from one country to another and assessed and looked forward to the ocean strategy of the 21sT century.
