The rise of private media, such as the National conservative regime and the SMS, has been accompanied by censorship discussions as a matter of thought control. National power and individual expression clashed and conflicted as never before, and some cases in Korea have been referred to by foreign or human rights groups as ‘ censors.’. It punished individuals, curtailed their online expression activity, and gave new media access to existing media regulations, which were legitimate and legal in using the legal system to control their expression. The book expressed it as ‘the censorship,’ not as a regulation, but as a ‘the censor’, which, of course, was trying to bring into question the judicial justice itself of censorship.
