Looking back at French constitutional history, nearly 15 regimes rose and fell between the Revolution of 1789 and 1870, and even the longest-lasting regimes among them (the July Monarchy and the Second Empire) did not last more than 18 years. However, the Third Republic, which has persisted since 1875, maintained its constitutional system for 65 years, despite the stigma of government instability. The exceptional stability enjoyed by the Third Republic in French constitutional history is primarily attributed to the characteristics of the norms themselves, which originated during its enactment process. This book aims to help readers understand the French parliamentary system by examining, from a historical perspective, the process by which the Constitution of the Third Republic—which normatively stipulated a dual parliamentary system—transformed into and stabilized a unitary parliamentary system in actual constitutional practice.
