Cho Young-nam: The Path China Takes in the 21st Century

China is truly undergoing rapid change. It is almost certain that by the end of 2009, China will surpass Japan in terms of GDP and emerge as the world's second-largest economy, following the United States. What was predicted just a few years ago to be possible around 2020 or 2030 is now unfolding. China's rise is also transforming the global power structure. Based on its formidable economic power, China is rapidly expanding its influence in the international community. The "containment policy" against China, once discussed within the United States, has become a thing of the past. The "China collapse theory" has now vanished, replaced by the "China opportunity theory." The "China responsibility theory," which argues that China must participate and contribute more actively to the international community, is overwhelming the "China threat theory." Given this, how should we analyze and understand this rapidly changing China? “Rather than hastily judging Chinese politics based on existing political science theories or concepts, one must strive to closely observe the events and phenomena occurring in China and, through this, discover specific patterns and characteristics of Chinese politics. This is because the hasty application of theories and concepts risks distorting facts and leading to erroneous judgments. This is a difficult task that requires a great deal of time and effort.” This is the fundamental approach to analyzing Chinese politics that I outlined three years ago when publishing *Chinese Politics in the Hu Jintao Era*. It remains valid today. In fact, such an approach is even more necessary to understand a China that is changing rapidly as it is today. I have consistently strived to analyze Chinese politics from this perspective, and this book is the result of that effort.
